Governor Peirpoint's Message.

Gov. Peirpoint's message was read before the two houses of the Legislature last evening at seven o'clock. We print it this morning. It is an interesting document, both nationally and municipally. We have seen no more readable State doc[u]ment from any of the Governors on the rise and progress of the rebellion, than this message of Gov. Peirpoint. It addresses itself in very forcible terms to the sympathizers with secession in West Virginia - by showing that wherever loyalty in any county has prevailed to any considerable extent, there the people have had comparative quiet - and that the contrary has been the case where secession has held sway. It shows an encouraging prospect in our State and national affairs, and ought to inspire our people with renewed hope and seal in the great work of putting down the rebellion.
